Labour Party document calling for greater police accountability

Shadow Home Secretary Roy Hattersley has ordered a policy
document concerning a future Labour government's relations with
the police to be withdrawn. The policy document, entitled
`Effective and Accountable Policing: Labour's Programme for the
90's', supports stricter monitoring of the police by local
councils and calls for giving police authorities greater power
over chief constables and superintendents. The document was
drawn up by a group of academics and councillors chaired by
shadow Home Office Minister Barry Sheerman.
Fearing the negative impact the document could have on the
Labour party's plans to drum up support among the police, Mr.
Hattersley has insisted that the document be revised before
