Leicester police report rise in racist attacks

According to a report by Leicester's police authority, there
has been a surge in racial incidents and attacks since 1988.
In 1989 the police recorded 350 racial incidents or
attacks as compared to 175 in 1988. Police are attributing the
56% increase to a `new approach of extra sensitivity' by
police officers when recording the incidents. 40% of the
incidents were found to be `racial' by officers who had termed
