The departments of Transport and Justice in Holland are
investigating the possibility of providing all cars with an
electronic card in order to enforce the traffic legislation. This
`smart card' is a minicomputer that, in combination with aerials
in the surfaces, would be capable to detect various traffic
offences. The system makes it possible to monitor every single
car throughout the Netherlands.
