It pinpoints how Northern Ireland's inquest system has been weakened since changes enacted in 1926 and subsequently and argues that inquests are no longer viable courts of inquiry where disputed deaths are concerned
Using principles contained in the UN's Basic Principles on the Use of Force and Firearms by Law Enforcement Officials the pamphlet calls for a number of reforms designed to ensure that inquests are held promptly that the interests of relatives are properly represented and that coroners are empowered to compel witnesses to testify before a jury. Finally it calls on the British government to establish a committee to review the functioning of inquests.

Dillon produces first hand evidence that Thatcher put pressure on the US Administration and Judiciary to extradite Doherty as a quid pro quo for British favours to the US. Referring to the extradition of Doherty diplomat Cowper Coles said to US Attorney Otto Obermaier that "Mrs Thatcher was briefed overnight on the case" and that "the Prime Minister believes you owe us this one. She allowed your Government to use our territory for your F1-11s when they were on their way to bomb Tripoli". Joe Doherty was deported to Belfast on 20 February 1992.

Before the publication of this report it emerged that a barrister had been asked by the DPP to examine the police file on the case. In what was regarded as an exceptional move the barrister recommended that the police re- interview certain witnesses. Shortly after the report's publication two marines were charged with murdering Fergal Caraher.
