Examines the problems caused by panic during disasters such as
the Bradford City football ground fire, the riot at the Heysel
Stadium and the fire in an aircraft at Manchester Airport in
which 55 people died. Looks at how the police can prepare and
train for situations of mass panic with particular reference to
the importance of proper evacuation plans, effective methods of
communicating with the crowd, and careful training of constables
or other personnel likely to be already on the scene. Stresses
the role of leadership in enabling frightened people to control
