Parole system to be reviewed
artdoc July=1991

A European Court recently ruled that the Home Secretary's
interference in the decision to release prisoners serving
life sentences was a violation of the Convention on Human
Rights. The court decision has forced the Government to
modify the parole system. In the revised system, prisoners
jailed for life would have their cases reviewed after a
shorter amount of their sentence had been served.
