REPORTED. THERE IS CONSIDERABLE VARIATION IN CAUTIONING RATES,
BOTH ADULT AND JUVENILE, BETWEEN POLICE FORCES.THE PATTERN OF
CRIME AND POLICY ADOPTED ARE SIGNIFICANT FACTORS IN THESE
VARIATIONS.
