A HIGHER PROPORTION OF JUVENILE OFFENDERS BEING OFFICIALLY
REPORTED. THERE IS CONSIDERABLE VARIATION IN CAUTIONING RATES,
BOTH ADULT AND JUVENILE, BETWEEN POLICE FORCES.THE PATTERN OF
CRIME AND POLICY ADOPTED ARE SIGNIFICANT FACTORS IN THESE
VARIATIONS.
