Mr. Vaz: To ask the Secretary of State for the Home
Department what are the total numbers of complaints made
against the police for the last 10 years, year by year, the
numbers subsequently upheld and the number resulting in
disciplinary action.

Mr. Peter Lloyd: Information relating to the total number
of complaints investigations completed, the total 'lumber of
complaints substantiated and the total number resulting in
disciplinary action is published annually in the reports of Her
Majesty's chief inspector of constabulary and of the
Commissioner of Police of the Metropolis, except for the
commissioner's 1988 annual report. Owing to a change of format
the Commissioner's 1988 report did not contain information
relating to the number of complaints investigations completed
or the number of complaints substantiated.
Information relating to the total number of complaints
made each year is not available and could be obtained only at
disproportionate cost. Copies of the reports can be
found in the Library.
