Second part of an article on this topic. Looks at the
`solidarity' of police officers involved in complaints procedures
and the low percentage figures for substantiated complaints
compared with unsubstantiated ones. Considers the practical
difficulties of implementing any kind of independent
investigation of complaints, but concludes that progress towards
this goal is essential. 23 references.
