The chairman of the Metropolitan branch of the Police Federation,
addressing the branch's annual meeting attended by Home Secretary David
Waddington, has argued that penalties handed down by police disciplinary
tribunals should not be kept secret from complainants. He went on to
criticise the PCA and the Crown Prosecution Service for failing to
pursue attacks on the police and for not allowing police to take private
prosecutions. (Times 18.10.90)
