A special report, originally commissioned by Douglas Hurd from
the former head of the police section at the Home Office, is
said to throw serious doubt on police efficiency and the
ability of some forces to cope with rising crime. The 4.1
billion spent on the police in 1989 was 55% more than ten years
ago in real terms - the highest increase ever given to any
public service. Some forces, including the Metropolitan
police, have now agreed to checks on their efficiency, and a
high-powered business efficiency expert, James Morgan, has been
appointed to the Chief Inspectorate of Constabulary. (Daily
