Police Stud, Summer 1983 6(2) pp3-21

Detailed discussion of the conflicts between control
and liberty in democracy with comment on society's unreal
expectations of the police, and the police's similarly unreal
expectations of society. Democracy depends on the quality of
policing and the relationship between police power and
accountability is a delicate one. A nine-point plan for
the future is presented. 11 references
