After the scandal caused eighteen months ago by Operación Ludeco, when the General Director of Police ordered the surveillance of Colombians and Ecuadorians in order to establish databases on them and to prevent their entry into Spain (see Statewatch vol 12 no 1), the same agency is up to its old tricks. In Madrid police put a note into post-boxes asking residents to call them if they see South Americans walking in the street at night.
