ARGUES THAT MANY CRIMES CANNOT BE PREVENTED AND THAT
THE JUDICIAL SYSTEM FAILS TO PROVIDE SATISFACTION FOR THE
VICTIMS OF CRIME. HOWEVER, CRIME IS NOT A THREAT TO SOCIAL
STABILITY. SUGGESTS THAT MORE 'EFFECTIVE' POLICING AND
MORE RIGOROUS SENTENCING IS NOT THE ANSWER TO CRIMES
AGAINST PROPERTY, CRIMES OF VIOLENCE OR PUBLIC ORDER
OFFENCES. SUCH ACTIVITIES ARE A SYMPTOM OF SOCIETY'S
ILLS, NOT A RESULT OF INADEQUATE POLICING.
