III-treatment of detainees a "relatively common phenomenon"

The European Committee for the Prevention of Torture (ECPT) has
published a report on its January 1992 visit to Portugal in which
it concludes that the ill treatment of detainees was a
"relatively common phenomenon" (AI, op cit).
