Praise for policing of Carnival
artdoc June=1991

Workers at the Mangrove Community Association were reported to
have commended the police for their low-key approach to this
year's Notting Hill Carnival. In contrast with previous years,
when up to 5,000 police, including snatch squads, were used
during Carnival, this year's event was policed by between 500
and 1,000 officers. Chief Superintendent John Palmer, in
charge of liaison with the community, was singled out for
special praise. (Voice 4.9.90)
