The GLC has protested to the Home Office over what it believes to be
insufficient detail in the proposed regulations which could force local
authorities to plan for civil defence in the event of nuclear war. Also report
that Westminster Council is seeking authority from the Government to take over
Home Defence because of the GLC's declaration of London as a nuclear-free zone
