"This report on the handling of the demonstration called by the
"Committee of 100" on September 17, 1961, in Trafalgar Square,
is published because it would appear at certain times the police
overstepped their powers in the way in which they dealt with
demonstrators and individual citizens in the area at that time
Furthermore the preventative measures taken by the authorities
were in our view unnecessary and unwise; the council is anxious
that this occasion should not set a precedent for the use of such
methods and measures to deal with or prevent future assemblies.
