THAT THE VAST MAJORITY OF CRIMES ARE INTRA-CLASS AND INTRA-
RACIAL AND THAT THE POOR AND BLACK COMMUNITIES NEED THE HELP OF
THE POLICE TO SOLVE THE PROBLEMS PRODUCING THE CRIME WAVE FROM
WHICH THEY SUFFER.
