Looks at the record of the new UK Police Complaints Authority
which was established under the Police and Criminal Evidence Act
1984 (PACE) and replaced the old Police Complaints Board in April
1985. Compares this with American experience of civilian review
boards, etc., several examples of which are described in some
detail. Identifies some limitations of the North American
models, but concludes that developments there have immediate and
specific relevance to the UK, particularly in respect of
disclosure of information. 91 references.
