Extensive report and comment on the rioting at Wednesday's
football match between Luton and Millwall; Bill Gray,
Bedfordshire Assistant Chief Constable, has admitted that too
few police officers were on duty; Prime Minister Margaret
Thatcher has demanded a report from the Football Association
within a week explaining how it intends to deal with football
violence.
