The European Commission on Human Rights in Strasbourg is to
hear a case against the Prevention of Terrorism Act brought by
two former detainees. Two years ago, the Government derogated
from the convention on the grounds of `national security'.
Apparently, even the annual legislative review of the PTA
by Lord Colville has questioned some of the acts powers. Lord
Colville has suggested that the derogation from the charter is
a serious matter and that powers should now be overseen by some
form of legal tribunal. (Independent 22.2.91)
