Outlines the background to recent legislation including the
Wheatley Report following the Ibrox Park disaster and the
Popplewell Report on the Bradford City Football Ground fire and
the riot in the Heysel Stadium in Brussels. The Wheatley Report
led to the Safety of Sports Ground Act 1975 ,and a strengthening
of legal provisions is recommended in the Fire Safety and Safety
of Places of Sport Bill . In addition the government has issued
guidelines for local authorities on the issuing of safety
certificates. 18 references .
