Lord Scarman on Friday defended himself against criticism made
by Leslie Walker, Metropolitan Police Deputy Assistant
Commissioner, and said that "if the recommendations in his
report on the Brixton riots were not broadly followed there
could be serious trouble in some inner city areas".
