Larkin worked for the Spotlight current affairs series from 1988 and the research he carried out then serves as a basis for this book. His thesis is that collusion between loyalist paramilitary groups and British security forces to target republicans in Northern Ireland has been "a central feature of the British response to the conflict in Ireland for more than thirty years". Using extensive interviews and unpublished material, Larkin examines the "dirty war" and investigates "the unsavoury relationships between the intelligence agencies, politicians, the police, the British Army and loyalism" to demonstrate his argument.
