Discusses the problem of attacks by racists upon people from
Asian and Afro-Caribbean minority groups in the Redbridge area
of East London and reasons for the under-representation of such
incidents in crime statistics. Presents some case studies of
racial attacks, discusses the incidence of racist graffiti, and
recommends a range of measures to combat the problem, involving
joint action by various agencies, including the police, local
authority housing, education and social services departments,
employers and trade unions, ethnic minority community groups, and
other non statutory groups such as anti racist groups, community
relations councils , victim support schemes , and citizens advice
bureaux . An appendix lists racial incidents reported to the
various Metropolitan Police divisions in the Borough of Redbridge
between January and October 1985, with a brief description of
victim and suspected attacker and of the nature of the incident.
