The Office of the Public Defender in Andalusia estimates that more than 1,000 would-be immigrants have drowned in barely six months in attempting to cross the Strait of Gibraltar. The number of foreigners expelled in 1997 reached 23,000, according to the Comisiones Obreras trade union confederation.
