Home Office Research and Planning Unit
(HORPU) Research Bulletin No. 24, 1987

This special issue on crime prevention contains a comparative
analysis of policy and practice in Western Europe. It is now
recognised that crime is largely a local problem which needs
action by the local community, the police authorities, and young
people. There are now changes in perception from carceral to
community based approaches. France, Sweden and Denmark have
institutionalised crime prevention, involving voluntary
organisations and the criminal justice system. Netherlands has
a 3 tier system and West Germany a regional approach. A wide
range of projects are featured. Articles from the UK include
those on youth and housing policy.
