The Swedish government is proposing to introduce new immigration rules which will deny residence permits to refugees who are perceived as dishonest or who do not conduct themselves properly. The new rules will not be applied to those who qualify under the Geneva Convention as refugees but most refugees are granted residence permits on humanitarian grounds. The amendment to the law refers not only to criminality but also serious complaints about their way of life which can be used to deny them a permit. Swedish Text-TV, 20.4.95.
