Reports on the award winning measures adopted by Leicester
District Council to help the victims of racial harassment on
their estates. An Emergency Support Team was established, and the
scheme also involves the fitting of special alarms in homes.
Council officers and police can thus respond very rapidly to any
incident, allowing the collection of vital evidence which can
lead to convictions, and providing a very significant deterrent
effect.
