Report concerned with the lessons that might be learnt from the
experience of the two days of disturbances in Brixton on 28 and
29 September 1985. Puts forward recommendations addressed to the
police, gives careful consideration to the contribution of the
community and offers a few suggestions of practical nature to
the Home Office . Although not giving a full account of the
disturbances or a study of the causes, it does provide coverage
of the initial phase of the disorders and the shortcomings of
policing in the later phases. Looks at two council estates
showing how on one, neighbourhood policing continued through the
height of the riot, with beneficial results to all concerned.
Comments on the experience of shopkeepers, post riot problems,
underlying causes of disorders and the need for public inquiry
into disorders.
