citizen caught in the government's security apparatus. In 1945
Penn Kimball passed the Foreign Service exams and was offered
a post in Saigon. Eager for a career in journalism, he asked for
a postponement. Yet all along - without his knowledge - he had
been under investigation by the FBI. Sparked by a remark that
Kimball's prewar job with a liberal tabloid "might indicate his
sympathies," a series of inept and mistaken investigations had
determined that this Eagle Scout and Rhodes scholar was a
security risk. For the next 30 years the file continued its
malign growth, fed by the FBI's investigation into the New York
Times in the '50s and the CIA's mysterious entry into the case
