Detailed consideration of the financing of police services under
joint boards, the apparent confusion over their functions, and
their composition. Concludes that the joint boards are unlikely
to be as effective as the police authorities they replace and
that they represent political and administrative expediency on
the part of the government rather than any genuine attempt to
