OUTLINES THE TERMS OF REFERENCE OF THE INQUIRY AND LOOKS AT HOW
EVIDENCE WAS TAKEN. ARGUES THAT THE INQUIRY PROCEDURE WAS
ADMIRABLE BUT THAT THE REPORT DOES NOT REFLECT THE EVIDENCE. AS
A RESULT THE RECOMMENDATIONS, WHILE USEFUL, ARE AN INADEQUATE
RESPONSE TO THE PROBLEMS OF RACIAL DISCRIMINATION AND POLICE
COMMUNITY RELATIONS.
