Welcomes the concern expressed by Home Office ministers over the
relatively high proportion of young adults receiving custodial
sentences and the need for action to remedy this situation.
Proposes that the police should be urged to increase cautioning,
seventeen year olds should fall within the jurisdiction of the
juvenile court, a special panel of magistrates should deal with
young adult offenders, a new `Youth Authority' should be
established to administer youth custody centres and the court
should be the focus of new collaborative efforts across the
criminal justice system.
