The 1995 US "Roving Sands" exercise that took place in May in
Texas and New Mexico focused heavily on testing theatre missile
defence. The so-called Advanced Warfighting Experiment (AWE)
testified to the growing importance for NATO of possible Third
World missile "threats". The exercise-enemy was a fictitious
aggressive country "Dahib" whose regime was motivated by
religious expansionism and in which it is not difficult to
recognize Iran. For the first time non-US forces were fully
integrated into this exercise. Non-US participants included
surface-to-air missile units from the German Luftwaffe (1400
personnel) and a Dutch air defence squadron with Patriot and Hawk
rockets (520 personnel). Besides the air-defence rocket units
attack helicopters and special operations forces (SOF) were
taking part. The SOF forces included the US army's 5th Special
Forces group, which conducted deep reconnaissance operations to
locate Scud missile sites.
