The new Asylum Procedures Regulation is now being discussed by the co-legislators - the Council of the European Union and the European Parliament. To aid public discussions on the issues involved we publish here the key documents in historical order:

European Commission proposal: Proposal for a Regulation of the European Parliament and of the Council establishing a common procedure for international protection in the Union and repealing Directive 2013/32/EU (COM 467-16, pdf)

Annex 1 to 467-16 (pdf): "EU common list of safe countries of origin referred to in Article 48."

Annex 2 (467-16-ADD 1, pdf): Correlation Table.

Council: 12128-17 (LIMITE doc: 18.9.17, pdf):

"The document contains compromise proposals suggested by the Presidency in relation to
Articles 1-18. Recitals are placed in square brackets, as they will be discussed at a later stage.

Suggested modifications are indicated as follows:

- new text compared to the Commission proposal is in bold;
- deleted text is in strikethrough.

Comments made by delegations orally and in writing, as well as explanations given by the
Commission and the Presidency appear in the footnotes of the Annex.

Council: Policy debate on the safe third country concept (LIMITE doc: 12331-17, 25.9.17, pdf)

"This document contains compromise proposals suggested by the Presidency in relation to
Articles 44-50.

Suggested modifications are indicated as follows:

- deleted text is in strikethrough."

Council: 5296-18 (LIMITE doc, 16.1.18, 156 pages, pdf) Contains 300 Footnotes with Member State positions.

Council: 6238-18 (LIMITE doc, 19.2.18, pdf) Covers Safe Country Concepts and Procedures for the withdrawal of International Protection. Extensive Member State positions in 99 Footnotes.

The European Parliament has not adopted its position yet and the vote has been postponed regularly for the past few months. For the moment it's scheduled for the 20th of March
