Rather than addressing systemic issues such as economic inequality, racism, and climate change, states are resorting to tactics of coercion and control. This includes more repressive laws, police powers, surveillance technologies and secretive alliances.

The growing complexity of these tactics, their global reach, and the way they are framed as essential for public safety obscure the significant risks they pose to democracy.

We conduct research to make these measures known, encourage public understanding, and fuel resistance.
