- Proposes two text templates for inclusion in EU migration action plans: a standard paragraph recognising “the urgency to address” missing migrants and a longer guidance paragraph that suggests the EU will “regularly assess whether its cooperation agreement with ‘third country’ creates or exacerbates the risk of migrants going missing.”
- While acknowledging that people go missing “during dangerous journeys by land or sea” and may be “alive without access to means of communication, for example in a place of detention,” the document primarily proposes “improving border management practices” in non-EU partner countries as a solution.

- Amongst the key message EU and member state officials should take to Tunisian officials: “Emphasize the importance of the protection of human rights of all migrants, including access to an asylum procedure, basic services and infrastructure, as well as of preventing and addressing all forms of violence against migrants” – an issue that the EU is supposedly taking seriously after press revelations about brutal violence by Tunisian officials
- The majority of the uncensored parts of the text concern matters from 2023 or early 2024, however the document notes that an “anti-smuggling contract” was supposed to be signed in the last quarter of 2024, to reinforce repressive capabilities of Tunisian authorities
3. The Gambia – Implementation report on the revised action file

- “Germany plans to donate boats to the Gambian government” for border control, and Spain’s Guardia Civil may provide training
